Audit Reveals Kiminini MP Mismanaging Constituency Funds

Kiminini, Trans Nzoia – A recent audit report has spotlighted significant financial mismanagement within the National Government Constituency Development Fund (NG-CDF) managed by Kiminini MP Maurice Kakai Bisau. The report, released by Auditor General Nancy Gathungu, highlights numerous issues that could potentially lead to the misappropriation of public funds.

The audit points to several critical areas of concern:

Poor Record-Keeping: The NG-CDF management team has reportedly failed to provide essential audit documents in a timely manner. Moreover, procurement records are either misplaced or inaccurately documented, increasing the risk of fund misuse.

Incomplete Financial Reporting: The lack of comprehensive financial reports has raised alarms about the transparency and accountability of fund allocation and expenditure.

Ineffective Contract Management: There are noted deficiencies in how contracts are managed, potentially leading to inefficiencies or corruption.

The report criticizes the constituency leadership for not adhering to public finance protocols, thus exposing public funds to significant risks of looting and misuse.

Financial experts emphasize the urgent need for the NG-CDF board under MP Bisau to ensure that Fund Account Managers maintain accurate, reliable, and complete financial records. They also advocate for capacity-building initiatives, such as training from the Public Sector Accounting Standards Board (PSASB) on financial reporting standards, to mitigate these risks.

This revelation comes amidst local discontent, with residents expressing frustration over development priorities. MP Bisau has faced criticism for allegedly opposing key projects, including the construction of a university in Trans Nzoia County. In a WhatsApp group, he stated, “As much as I support having our own University in Trans Nzoia, we don’t mutilate a district hospital to create a University. Our county health system, which must be a priority, has collapsed, and instead of fixing it, the destruction continues.”

The absence of a university in Trans Nzoia means that residents must look to neighboring counties for higher education opportunities for their children, further fueling the debate over developmental priorities versus existing infrastructure maintenance.
