Government Suspends 40 Hospitals Over SHA Fraud

Health Cabinet Secretary Aden Duale announced the immediate suspension of 40 hospitals from the Social Health Authority program on Friday, citing fraudulent practices that have cost the government significant funds.

Speaking during a press briefing, Duale emphasized that the suspended facilities violated SHA regulations and would face immediate consequences. The hospitals will be barred from receiving any SHA benefits during the investigation period and will be surcharged for money lost through their fraudulent activities.

The investigation has also implicated several healthcare professionals, including eight doctors operating in Nairobi, Bungoma, and Kilifi counties. Duale warned that any medical practitioner found guilty of defrauding SHA would face personal accountability for their actions.

Among the fraudulent schemes identified, authorities discovered facilities illegally converting outpatient cases into inpatient ones, particularly in Nairobi and Homa Bay counties. The practice artificially inflates treatment costs and drains SHA resources meant for genuine medical care.

Perhaps most alarming was the discovery of multiple billing and ghost patients. In Mandera County alone, four different facilities submitted claims for the same patient who had only been admitted to one facility, highlighting the coordinated nature of some fraud attempts.

The Ministry of Health will publish the names of all suspended hospitals in an official Gazette Notice following investigations by the Directorate of Criminal Investigations. Additionally, 12 health officials will be handed over to the DCI for further investigation, while relevant regulatory bodies have been ordered to cancel the licenses of implicated facilities.

The crackdown represents the government’s commitment to protecting SHA resources and ensuring healthcare funds reach genuine patients rather than fraudulent operators seeking to exploit the system.
