Ex-French Spy Who Ordered Child Rapes and Filming in Kenya Arrested

A 58-year-old former French intelligence officer has been arrested and charged in eastern France on suspicion of orchestrating child sexual abuse in Kenya, highlighting a disturbing trend of Western clients exploiting vulnerable children across Africa through digital networks.
The retired spy was taken into custody last Friday and faces charges of aggravated human trafficking, rape and sexual assault of minors, and capture, import, and dissemination of pornographic images of minors, according to Strasbourg Public Prosecutor Clarisse Taron.
According to French daily Le Parisien, which first reported the case, the suspect is accused of ordering the rape of children in Kenya, where he had traveled for work during his intelligence career.
Investigators believe he orchestrated and paid for sexual abuse from a distance, with the criminal acts being filmed and transmitted to him for viewing. This method of remote exploitation has become increasingly common among international child abuse networks.
The breakthrough in the case came after French authorities were alerted by a US-based nonprofit organization that fights child sex crimes. The organization discovered the suspect’s recorded materials during their online monitoring activities, demonstrating the crucial role international cooperation plays in combating these crimes.
The arrest comes amid growing concerns about the rise of live-streamed child abuse globally. In recent years, there has been a notable increase in such crimes, where clients, often from Western countries, pay to exploit children from vulnerable families sexually. These scenes are either streamed live or recorded for online viewing, with other customers occasionally paying to access the content.
This case is part of a broader pattern of French nationals being arrested for similar crimes. Last month, French authorities detained a 55-year-old French man on suspicion of committing online pedophilia in Colombia, indicating the international scope of such criminal networks.
The problem extends beyond foreign perpetrators, as local facilitators often play crucial roles in these crimes.
A few weeks ago, a Kenyan couple was arrested in Mombasa for attempting to sell their children on an online dating site for similar exploitation. They were apprehended following a tip-off from detectives from the Directorate of Criminal Investigation (DCI) in Changamwe and the Anti-Human Trafficking and Child Protection Unit (AHTCPU).
As investigations continue, authorities are likely examining the full extent of the network and identifying other potential victims and accomplices.
