VIDEO: Chaos Erupt in Parliament As Duale, MPs Trade Insults Over SHA

A routine parliamentary session turned chaotic on Tuesday after Defence Cabinet Secretary Aden Duale engaged in a fiery shouting match with members of the National Assembly Health Committee over alleged corruption and conflict of interest in the management of the Social Health Authority (SHA).

The drama unfolded during a heated session meant to review the committee’s findings on the state of health facilities under SHA. What began as a formal exchange quickly descended into personal accusations, shouting, and name-calling, forcing the session to temporarily halt.

Tensions boiled over when Duale accused several MPs of having vested interests in the very sector they were tasked with overseeing.

“I cannot be intimidated by a member. I come to answer questions in accordance with Article 153,” Duale snapped. “The member for Nandi has the right to ask questions, but she cannot intimidate me.”

His remarks provoked an angry response from Kitutu Chache South MP Anthony Kibagendi, who accused Duale of arrogance and disrespecting Parliament.

“We will not allow you to continue intimidating this committee. You will respect Parliament,” Kibagendi fumed.

The confrontation escalated after Duale accused some MPs of “extortion and blackmail.”

“I will not allow you to extort and blackmail the minister,” Duale declared.

That comment set off a storm.

“Who is extorting you? Who is extorting you? That nonsense is what you’ve been telling us out there!” Kibagendi shouted back. “You are the people stealing from SHA. You and your friends are the thieves!”

The exchange grew even more personal when Duale claimed that Kibagendi owned a hospital, implying a conflict of interest.

“Where? I don’t own a hospital, you can charge me!” the furious MP retorted. “You’re lying to cover up your theft!”

The outburst left the room in pandemonium as members shouted over one another while committee chair Dr. James Nyikal struggled to restore order. At one point, Kibagendi turned his frustration on Nyikal himself, accusing him of weakness.

“And you, Honourable Nyikal, you are not living by your values. You are living by borrowed values!” he shouted before storming out of the room.

The heated scenes overshadowed the committee’s earlier report, which had raised serious concerns over delayed reimbursements, unpaid claims, and inconsistent funding under SHA. Faith-based and oncology hospitals, the report said, were among the worst affected by underpayment and bureaucracy.

Duale dismissed the report as “unfair and inaccurate,” requesting seven days to issue a detailed written response.

The explosive confrontation underscores the growing tension surrounding the newly established Social Health Authority, which has faced mounting scrutiny over alleged mismanagement and corruption.

Parliamentary sources say the committee will reconvene next week — though after Tuesday’s shouting match, it remains unclear whether calm will prevail.
