Death Before Justice: Stephen Ngei, Victim of Sh180 Million Laptop Tender Scam Linked to Allan Chesang, Killed in Highway Crash

Prominent Makueni businessman Stephen Ngei Musyoka, founder of Makindu Motors Limited and a key complainant in the Sh180 million fake government laptop tender scandal, has died alongside his wife, Giannaphina Mumbua Ngei, following a fatal road accident on the Nairobi-Mombasa Highway.

The couple died on Saturday after the pickup truck Ngei was driving collided head-on with a long-haul truck bearing South Sudan registration plates near Masimba Township. Both died at the scene.

Their bodies were moved to Montezuma Monalisa Funeral Home in Machakos County as police launched investigations into the circumstances surrounding the crash. A farmhand who was travelling in the back of the vehicle sustained serious injuries and was rushed to hospital for treatment.

Ngei became nationally known after emerging as one of the principal victims of an elaborate procurement fraud that cost his company more than Sh180 million and exposed glaring weaknesses in government procurement systems.

According to court records, Ngei and his business associates were convinced they had secured a legitimate tender to supply 2,800 HP laptops for a government programme allegedly linked to the Office of the Deputy President and the Ministry of Devolution. The procurement eventually involved laptops worth approximately Sh269 million.

What followed was one of the most audacious procurement scams in recent memory.

Investigators say the fraudsters carefully crafted an elaborate operation designed to project legitimacy. The businessmen were introduced to individuals who presented themselves as government officials and intermediaries. Emails purportedly originating from the Deputy President’s office appeared to confirm the award of the tender. Meetings were conducted at Harambee House Annex and hotels in Nairobi’s Karen area, while official-looking documentation reinforced the impression that the transaction had government backing.

A Sh500,000 brokerage fee was allegedly paid as part of the process. Deliveries of the laptops were subsequently made in batches, with some shipments reportedly accessing government premises under police escort. Witnesses later testified that certain collections involved vehicles bearing Parliament and Deputy President stickers, further strengthening the illusion of an authentic government procurement exercise.

Among those charged in connection with the case was Trans Nzoia Senator Allan Chesang, who prosecutors alleged participated in collecting some of the laptop consignments. Court testimony identified him as having used the alias “Kiptoo” during portions of the transaction. Other accused persons included Joy Kamau, also known as Miss Muhoro, Augustine Matata, Teddy Owiti, Kevin Nyongesa, James Makokha alias Wanyonyi and Johan Osore.

After the laptops had been delivered, the individuals involved allegedly disappeared and payment was never made.

The magnitude of the deception became clear when serial numbers from some of the supplied laptops began appearing on devices being sold in the open market. Ngei reported the matter to authorities, leading to investigations and the recovery of some laptops from premises linked to suspects in the case.

Rather than absorb the loss and move on, Ngei became one of the central figures pursuing accountability through the courts. Together with his business partners, he served as a complainant and witness in a criminal case involving charges that include conspiracy to defraud, obtaining goods by false pretences, making documents without authority, handling stolen property and abuse of office.

Years later, the matter remains unresolved.

Beyond the courtroom battle, Ngei’s life was widely viewed as a remarkable entrepreneurial success story.

He rose from humble beginnings selling second-hand clothes and paraffin in the 1990s before establishing Makindu Motors, which grew into a major motorcycle assembly enterprise. The company initially imported motorcycles from China before setting up an assembly plant in Makindu, creating hundreds of jobs and contributing significantly to the local economy.

His success earned national recognition, including acknowledgement by the late President Mwai Kibaki as one of the country’s leading taxpayers. The company also developed its own “Makindu” motorcycle brand, cementing its place among Kenya’s homegrown manufacturing ventures.

Friends, colleagues and political leaders described Ngei as a hardworking and disciplined businessman whose journey inspired many aspiring entrepreneurs across the country.

Wiper leader Kalonzo Musyoka mourned him as a close friend whose vision and determination created opportunities for countless families. Kibwezi West MP Mwengi Mutuse, Ngei’s brother, described him as a self-made investor who rose from modest beginnings to become one of Ukambani’s most successful businessmen.

Other leaders, including Parliamentary Service Commissioner Johnson Muthama and members of the Makueni business community, paid tribute to his contribution to enterprise development and job creation.

Ngei’s death comes before the courts have delivered a final determination in the laptop tender case that defined much of his public profile. For years, he carried the burden of a massive financial loss while seeking justice in a prosecution that exposed how fraudsters allegedly exploited the symbols, access and appearance of government authority to deceive private businesses.

As family, friends and the wider business community prepare to mourn him and his wife, the unresolved laptop scandal remains a stark reminder of both the devastating impact of sophisticated procurement fraud and the often lengthy search for justice by its victims.
