Former Vision 2030 Top Executive Makes A Comeback As PS Interviews Take Shape

Andrew Toboso, a Vision 2030 top executive in Kibaki’s administration, made a come back yesterday when he appeared before the Public Sevice Commission for an interview.

Toboso is among the shortlisted candidates for the advertised positions of Principal Secretary.

“I am an accomplished technocrat with over 25 years of progressive senior leadership experience spanning the private, public, legislative, and international arenas,” reads part of his profile on LinkedIn.

His Linkedin resume further shows that he previously coordinated the United Nations World Tourism Organization (UNWTO) activities in the COMESA/SADC region, particularly in Malawi, Zambia, Tanzania, Botswana, and Zimbabwe.He also offered advisory services to COMESA/SADC governments and key stakeholders on globally significant matters.

It shows that Toboso also served as the Deputy Director of Planning at the Kenya Wildlife Service, where he played a pivotal role in developing, formulating, and reviewing marketing and business development strategies to optimize organizational benefits.

Additionally, Hon.Toboso’s was instrumental in the development of a national branding strategy for Kenya’s national parks, as well as the creation and implementation of a robust customer relationship management system (Safari Card).

His resume furthermore depicts his previous role as the Director of Strategy, Planning, and Marketing at the Kenya Vision 2030 Delivery Secretariat (2009–2013). In his capacity, he provided strategic leadership in the development and review of various national and sectoral strategies to support programs and projects under Vision 2030.

Educationwise, the linkedin resume shows that Toboso holds a Master of Business Administration (MBA) from Moi University, a Bachelor of Business Administration (BBA) from Kenyatta University, and a Balanced Scorecard Master Professional qualification from George Washington University in the USA. He is further a Fellow of Said Business School, University of Oxford ( UK).

Hon.Toboso is deeply passionate about improving the quality of life and living standards of Kenyans and helping the government achieve its objective.

He also holds a strong background in leadership, including conducting, monitoring and evaluation, partner engagement, and leadership coordination at international, regional, national, and community levels.

He served as the Member of Parliament for Butere between 2013 and 2017, where he was the Chairman of the Kenya Parliamentary Network on Population and Development. He was also a member of the Finance, Planning, Trade and Tourism Parliamentary Committee and was ranked among the top ten performing MPs in the utilisation of CDF (according to the National Auditor-General’s Report of 2016).

He has previously worked at Eveready Batteries (EA) Ltd and Amedo Centres Kenya Ltd in management positions between 1994 – 2005 before joining the public service.
