Garissa Governor Korane In Sombre Mood As He Was Grilled By The Senate Over Graft
By Abdi Dabir
Garissa county Governor Ali Bunow Korane was full of confidence coupled with arrogance and has always wished away the gross allegations of misuse of funds and wanton corruption orchestrated by him and his close family members. He called the reports fake.
But today , he seemed a powerless man, cornered and in deep state of sombre mood as he evaded artillery of question after another about his blatant misappropriation of funds and the looting spree he oversaw in Garissa.
Some of the contagious issues of interest that Korane failed to answer are;
1) About Sh276million was spent on domestic travels in which a member of the County Assembly was issued with a Sh5.5million imprest to attend devolution and he can’t provide documentation. Korane stared at the bench dumbfounded. He had no answers.
2) Unsupported Domestic Travel and Subsistence. According to the auditor, only Sh 5million has been supported. The Governor has failed to support a balance of Sh15million. When questioned he just prayed for the ground to open and swallow him. He had no concrete answer for the question. Lord help us!
3) He is also on spot on the irregular procurement of office and general supplies and services. Restricted tendering mode of procurement was used but there was no plausible reason provided to justify the use of restricted tendering contrary to section 102 (a-d) of the PPAD Act 2015. He failed to make a case for it and argue out. He was clueless.
At some point , he was forced to retract and apologise for lying to the committee that a project was completed when infact the auditors and the inspection team on the ground had report contrary to what he was trying to feed to the men and women grilling him.
Interesting times indeed.
